David Osias, Partner Allen Matkins and Professor of Water Law and Policy for the Department of Urban Studies and Planning at U.C. San Diego. David is the immediate past Managing Partner of Allen Matkins and has practiced water law since 1980. He is a graduate of UC Davis with a Bachelor of Science degree and of U.C. Berkeley Law for his JD degree. David represents clients throughout California and the West with respect to water rights, water transfers, water development, water disputes and related water supply issues. His clients over 45 years have included agricultural, industrial, real estate development, hospitality/recreation and energy related enterprises and select public agencies. Among other matters, David is currently involved with Colorado River issues on behalf of the largest water right holder in the U.S., tens of thousands of acres of ranch and farm land in the Central Valley with respect to issues arising under the Sustainable Groundwater Management Act, and the developer of a desalination plant on the Monterey peninsula.
