About the Program

Our panel, including a former escrow agent whose law firm now advises over 400 escrows and title companies and an attorney/owner of an escrow, will survey escrow issues lawyers frequently miss, discuss long term escrows and escrows with numerous disbursements such as tenant improvement allowance escrows, and address the history of cannabis regulation and current obstacles for escrows and title companies, and therefore buyers, sellers and their counsel, when handling sale of properties used for the cannabis business.

RELAW, APC.

Jennifer Felten has been working in the real estate industry since 1993. Starting out in customer service at a title company, she worked her way into the escrow side of the business, where she worked as an escrow officer, manager and trainer.

Jennifer’s commitment to the field of real estate includes obtaining her Certificate of Achievement from the California Escrow Association as well as the professional designations of both Certified Escrow Office and Certified Bulk Sale Specialist. She has been an active member of the Ventura County Escrow Association since 1997, serving as President in 1999.

Her education also reflects her interest in real estate. While obtaining her Bachelor’s degree at UCLA, she took the eleven courses required to obtain her California Real Estate Broker’s License. Thereafter, she went to law school and obtained her Juris Doctorate with honors in 2006.

Sally Rowshan is the founder and President of Secured Trust Escrow. She discovered her passion for real estate and the settlement services industry as a first-year law student at Georgetown Law School, where she interned for a small underwritten title company in Alexandria, Virginia. With a clear professional goal and profound entrepreneurial spirit, Sally opened her first title company, New Era Title, soon after graduating law school. In less than a decade, New Era Title grew to one of the largest underwritten title companies, with offices around Virginia, Maryland, and the District of Columbia.

With a desire to return to her hometown, in 2010 New Era Title sold to another successful title company and Sally returned to Los Angeles with her family. Continuing her passion for the industry, Sally opened a new independent escrow company immediately upon moving to California. Since then, she has been the go-to escrow professional for many high end luxury real estate transactions across Southern California.

Gould Law

Howard Gould is a practicing lawyer and also holds a California real estate broker’s license and he is a registered patent attorney with the US Patent and Trademark Office. 

Mr. Gould’s practice covers many areas of commercial law, with specific emphasis on corporate and partnership disputes, real estate transactions and litigation, and business formation and transactional agreements. Over more than 40 years of practice, his experience covers a wide variety of industries, nationalities, and issues ranging from the mundane to the extraordinary, especially in his litigation and corporate governance practice. These industries include retail, restaurants, manufacturing such as the plastics industry, aerospace related industries, banking, provisions to common carriers, financing, homeowners associations, and many, many others. He attended numerous Boards of Directors meetings, obtained the appointment of provisional directors, and handled various types of appraisal issues in both the corporate setting and real estate matters. 

He served as a judge pro tem for 10 years, an arbitrator, a mediator and attended training for those roles. He also provided extensive service to various types of non profit activities, including public schools. Mr. Gould earned his AB in physics from Columbia University in NYC and his law degree from Georgetown University Law Center in Washington, D.C. Finally, for over 30 years his firms actively participated through his efforts in international lawyer referral networks including Lawyers Associated Worldwide and IR Global.
