Loren Ponds focuses her practice on providing strategic counsel on legislative, regulatory, and tax policy issues, including technical tax matters related to transfer pricing and international tax topics. She advises clients on the implications of major tax reforms, such as the Tax Cuts and Jobs Act of 2017 (TCJA) and the Inflation Reduction Act of 2022 (IRA), addressing issues like technical corrections, administrative guidance, and legislative amendments. Ms. Ponds also represents clients before the Internal Revenue Service (IRS) in international tax controversies, including competent authority claims and transfer pricing audits. Andrew Grossman serves as Chief Tax Counsel for the House Committee on Ways and Means, a role he has held since January 2019. With over a decade of experience in tax law, he previously spent more than seven years as Legislation Counsel at the Joint Committee on Taxation, where he specialized in developing tax policy. Grossman began his career at Skadden, Arps, Slate, Meagher & Flom LLP as an Associate, gaining significant expertise in tax-related legal matters within the Washington, D.C. Metro Area.
An internationally recognized expert in tax law, Edward McCaffery focuses on tax policy, tax structures, public finance theory (including behavioral public finance), property law and theory, intellectual property, and law and economics. He teaches courses such as Federal Income Taxation, Property, Intellectual Property, Tax Law and Policy, Corporate Taxation, Partnership Taxation, and a Tax Policy seminar at USC. McCaffery’s scholarship is widely cited by economists, government officials, journalists, and policy analysts. His notable publications include Behavioral Public Finance (co-edited), Fair Not Flat: How to Make the Tax System Better and Simpler, which advocates for taxing spending rather than income, and Taxing Women, which critiques how current tax laws disadvantage working women. He also co-edited Rethinking the Vote: The Politics and Prospects of American Election Reform, and his upcoming book, A New Understanding of Property, is set to be published this year.
To make tax and public finance concepts accessible to a broader audience, McCaffery created the People’s Tax Page and a series of animated cartoons featuring Sabrina the Unicorn. He is also a frequent commentator on tax-related issues in the news.
Robert Russell represents businesses and individuals in a wide-range of tax matters. He provides tax planning, tax controversy and transactional tax services with a specialty on cross-border tax issues.
Robert has extensive experience in both domestic and international business transactions, including entity structuring, mergers and acquisitions, and financing transactions. He also assists with tax planning for U.S. residents and nonresident alien individuals and business for U.S. tax issues related to foreign entities, assets, trusts, foreign tax credits, transfer pricing and digital currency
