In connection with the additional appropriations from the Inflation Reduction Act, the IRS has committed to shift more attention to high-income earners – a group it defines as taxpayers earning at least $400,000 per year. This panel will inform attorneys about the IRS’s announced enforcement priorities for high-income earners and large partnerships, the expected timeline for additional enforcement, and strategies for representing clients in IRS examinations of high-income taxpayers.

Justin D. Scheid is Deputy Area Counsel (Area 3) with the IRS Office of Chief Counsel, Large Business and International Division. Among his other responsibilities, he acts as a primary contact for the Global High Wealth Practice Network. In his immediately prior role as an Associate Area Counsel, he served as a legal advisor to revenue agents conducting Global High Wealth, partnership, and corporate audits. He formerly served as a Special Trial Attorney, where he was lead respondent’s counsel or co-counsel in some of the most significant cases in the U.S. Tax Court. He has received the IRS Commissioner Award, the IRS Deputy
Eric Cirelli is the Field Director for the Global High Wealth program and the High-Income & High-Wealth Compliance Strategy for the Large Business & International Division (LB&I) of the IRS. His 21 years of experience with the IRS includes several years as an Internal Revenue Agent in both exam divisons, as well as several years of Frontline and Senior Manager experience. As the Director of Global High Wealth, he is responsible for ensuring integrity, fairness, transparency and ingenuity, that promotes tax compliance for high-income and high-wealth taxpayers and the entities they control.
Aaron Vaugh is the Managing Director of Tax Controvery & Dispute Resolution at KPMG US with over 15 years of experience in tax law. Since joining KPMG in 2017, Aaron has held leadership roles, including Director and Senior Manager of Tax Controversy Services. Prior to KPMG, Mr. Vaughan spent nine years as an attorney with the Office of Chief Counsel at the Internal Revenue Service, where he litigated significant cases in the United States Tax Court and provided strategic legal advice to IRS officials. Recognized for outstanding litigation Aaron has received the Chief Counsel National Award and the Attorney General’s Award for contributions to the Department of Justice Tax Division.
Michel R. Stein is a principal at Hochman Salkin Toscher Perez, specializing in tax controversies, as well as tax planning for individuals, businesses and corporations. For more than 25 years, he has represented individuals with sensitive issue civil tax examinations where substantial penalty issues may arise, and extensively advised individuals on foreign and
domestic voluntary disclosures regarding foreign account and asset compliance matters.
