About/Bio

Amy Niedzalkoski graduated from the University of Pittsburgh in 1997 with a B.A. in
history and received her J.D. from Temple University Beasley School of Law in 2000.

After graduating from Temple, Amy clerked for the Honorable Paul H. Teitler in the U.S.
Department of Labor, Office of Administrative Law Judges before moving on to a
Philadelphia area law firm practicing labor and employment law. In 2003, she took a
leap of faith and went to work as a social studies teacher in a Philadelphia charter
school before moving on to a staff attorney position with the U.S. Department of
Education, Office for Civil Rights (OCR) in 2004, where she later became a senior
attorney/subject matter expert and then the Chief Regional Attorney of OCR’s
Philadelphia office. While at OCR, Amy investigated hundreds of complaints alleging
discrimination on the bases of race, color, national origin, shared ancestry, sex, and
disability and developed expertise in the applicable anti-discrimination laws. In addition,
she negotiated resolution agreements; monitored the implementation of resolution
agreements; mediated resolutions between the parties; provided training and technical
assistance to K-12 schools and postsecondary institutions; and was frequently called
upon to provide local and nationwide training to OCR staff.

In March 2025, Amy established an education consulting firm, Evergreen Education
Solutions, with her colleague of 18 years. As a consultant, Amy provides a variety of
services pertaining to discriminatory harassment to elementary, secondary, and
post-secondary schools, including independent investigation, policy review/revisions,
and staff/student training. In addition, Amy has frequently worked as an adjunct
instructor and guest instructor at local colleges teaching topics including legal research
and writing, school law, and civics instruction.


A native Pittsburgher, Amy lives in Media, PA and is active in her children’s schools and
the community. She enjoys watching her children’s dance performances and sporting
events, traveling, and planning parties for family and friends.
