Douglas P. Carstens is the managing partner of Carstens, Black & Minteer LLP, with extensive experience in environmental, land use, municipal, and natural resource law. He has been lead counsel on numerous CEQA appellate cases, including Uphold Our Heritage v. Town of Woodside and Committee to Save the Hollywoodland Specific Plan v. City of Los Angeles, and has been named a Southern California Super Lawyer for environmental law every year since 2009. A graduate of Cornell University and UCLA Law School, Doug also served five years as a Navy officer prior to law school and is admitted to practice in California, all California federal courts, and the Ninth Circuit Court of Appeals.
