Haley Summers serves as a Consultant to the California State Senate Revenue and Taxation Committee, where they work on a broad range of state tax policy issues, including personal and corporate income taxes, tax credits, and voluntary contribution funds. Since joining the Senate, they have supported both the Revenue and Taxation Committee and the Governance and Finance Committee, contributing policy analysis and legislative support on complex taxation matters impacting California taxpayers and state revenue.
Prior to their legislative role, Haley developed a diverse professional background spanning legal services, education, and public affairs. While earning their J.D. at McGeorge School of Law, they served as Team Lead for the Bankruptcy Clinic, assisting supervising attorneys, training law students, and representing clients in Chapter 7 bankruptcy and debt negotiation matters. They also worked as a Westlaw Representative for Thomson Reuters, training law students in legal research, and taught introductory computer science through a summer education program. Haley holds a bachelor’s degree in Political Science from the University of Nevada, Reno, with minors in Entrepreneurship and Psychology, and has been actively engaged in academic, professional, and community-oriented organizations throughout their career.
