Dr. Sara Young is a Partner at Atkinson, Andelson, Loya, Ruud & Romo, where she serves as general counsel to school districts and educational agencies, advising on compliance, policy development, governance, instructional programs, employment matters, and conducting impartial investigations including UCP and Title IX matters. Her legal practice is uniquely informed by advanced academic credentials — including Master’s degrees in Education and Special Education and a Ph.D. in Educational Policy — as well as hands-on experience as an Executive Director at Capistrano Unified School District, where she focused on special education compliance and informal dispute resolution. Dr. Young’s multidisciplinary background allows her to provide school districts with both legally sound and educationally grounded counsel across all aspects of district operations.
