Drawing on her experience as a former clinician, she provides comprehensive regulatory guidance to healthcare providers on a wide range of issues, including but not limited to corporate practice of medicine, supervision, scope of practice, Stark laws, consumer privacy and notice requirements, and healthcare corporate formation. Her deep understanding of the healthcare system enables her to effectively assist clients in navigating complex regulatory and transactional matters.
Prior to and during law school, Nancy accumulated over a decade of clinical training and experience in various settings, including hospitals, community mental health clinics, school-based behavioral health programs, and county agencies. While pursuing her legal education, Nancy served on the board of the Health Law & Bioethics Association, interned for a Medicare Advantage Plan Compliance Department, and worked in-house at a large multi-state hospital system, where she advised on complex hospital operational matters, drafted medical staff contracts, designed corporate and hospital policies and procedures, and led compliance audits for hospital-based outpatient facilities.
Nancy joined Leech Tishman after serving as an Equal Justice Works Fellow and health policy attorney with the National Health Law Program, a national nonprofit health law firm that focuses on Medicaid policy advocacy and impact litigation. In this role, Nancy advised, guided, and provided health law expertise to government agencies, including state Medicaid agencies and the Drug Enforcement Administration, on key issues, plans, and strategies that impact people’s access to health care. She also provided technical legal assistance and training to judges, attorneys, providers, and other stakeholders on Medicaid policies. In 2022, she was selected by the California Health and Human Services Agency to serve on a working group for the statewide Children and Youth Behavioral Health Initiative.
Nancy’s work in health policy is concentrated on behavioral health and telehealth. She has authored countless publications and informational documents outlining behavioral health and telehealth updates, policies, and laws to educate and inform legislators, policymakers, and advocates.
