About the Program

Hon. Shelley L. Kaufman, Supervising Judge of Family Law at LASC, and Susan Thrall, Senior Administrator of Family Court Services, provide a practical overview of Parenting Plan Assessments (PPAs) as administered by Los Angeles Family Court Services. The session will cover payment procedures, document preparation, collateral submissions, and hearing expectations, including the role of the FCS Specialist and cross-examination protocol. Attorneys will leave with a clear understanding of how to guide clients through the PPA process and how to advocate effectively in hearings that follow.

Susan Tom Thrall, a Licensed Marriage and Family Therapist, is Senior Administrator at the Superior Court of California, County of Los Angeles, where she has served for more than 30 years. Before assuming her current role, she worked as a Child Custody Mediator, Evaluator, Parent Education Facilitator, and Clinical Supervisor.

In her leadership position, Ms. Tom Thrall oversees professionals who deliver critical court-mandated services supporting children, parents, incapacitated adults, older adults, and individuals living with mental illness. She manages the operations of Family Court Services (which mediate child custody disputes, evaluate high conflict cases, and provide recommendations), Probate Investigation (which investigates conservatorships and guardianships cases), and the Mental Health Hearing Referees (who conduct facility-based hearings on involuntary treatment, placement, and capacity to refuse psychotropic medications).

Ms. Tom Thrall also manages several online parent education programs for the Court and serves as Referral List Coordinator for both the Court’s Private Evaluator/Counselor Directory and the Parent Education Referral List for High-Conflict Parents. She has represented the Los Angeles Superior Court since 2023 as a member of the Judicial Council’s Family and Juvenile Law Advisory Committee. Ms. Tom Thrall was honored in 2024 with the California Lawyers Association’s Court Staff Award for her contributions to the Family Law Courts.

Judge Shelley Kaufman was appointed to the Los Angeles Superior Court by California Governor Jerry Brown in December 2013. She has been assigned to Family Law Department 60 at Stanley Mosk since she was sworn in on January 17, 2014. Managing a busy calendar is nothing unusual to Judge Kaufman as she managed a demanding and complex civil case load before joining the bench. Judge Kaufman was a partner at the renowned firm Geragos & Geragos, with its main office in Los Angeles, representing a diverse group of civil litigants and criminal defendants.
