Kaysie D. Garcia is a Partner at Beltzer Bangert and Gunnell LLP with more than 15 years of experience specializing in construction and government-contract disputes in both federal and state courts throughout California, representing general contractors, subcontractors, developers, and owners across a wide range of industrial, commercial, and large-scale infrastructure projects. Her practice encompasses scope-of-work disputes, extra-work and additional-time claims, mechanic’s liens, bid protests, differing-site-condition issues, and complex delay claims, and she has successfully represented clients in matters ranging from multi-million-dollar arbitration awards to major pipeline and transmission-line projects. A Fellow of the Construction Lawyers Society of America and a perennial Super Lawyers® Rising Stars honoree, Kaysie is also an active industry leader, frequently speaking at conferences for organizations such as AGC of California, NAWIC, and CMAA on topics including dispute resolution, contract risk allocation, and women’s leadership in construction law.
Hon. Keri G. Katz (Ret.) has over 39 years of experience in the legal field, including extensive civil litigation. She now serves as a mediator, arbitrator, referee, and special master at Signature Resolution. She has contributed to many successful complex settlements and mediations as a neutral, arbitrator, judge, and litigator. Judge Katz is recognized for her ability to understand complex legal and factual issues and to find practical solutions to resolve disputes with patience and persistence. Throughout her legal career as a litigator and judge, she has handled numerous cases across various legal areas. As a City Attorney, she represented the mayor, the city engineer, and multiple departments, including the Capital Projects and Water Departments, in litigation, settlement conferences, and mediations. She has litigated and settled complex disputes involving construction, professional liability, contracts, inverse condemnation, civil rights, and real property. As a Superior Court Judge, she presided over a civil independent calendar department, hearing hundreds of civil cases, including trials involving complex construction, engineering, and contractual disputes.
